Of course, it?s not like the risk oversight committee that is the House Committee on Financial Services in Congress does much of a better job. The banking industry is lousy with Potemkin villages when it comes to oversight and regulation.

Federal agencies offer free passes to military to State Parks

HARRISBURG, IL (KFVS) - Five Federal agencies have teamed up to offer free military passes to a National Parks, National Forest or other Federal lands to all active duty military and their dependents.

Under the Recreation Enhancement Act (REA), 'America the Beautiful' military passes are available at many federal land management agency offices, including the Shawnee National Forest offices in Harrisburg, Vienna, and Jonesboro. Military members and their dependents.

Although, according to a spokesman some sites within the National Park Service, Bureau of Land Management, U.S. Fish and Wildlife Service and U.S. Forest Service require fees.

Like the other America the Beautiful Passes (annual, senior and access), the military pass will provide free access to federal sites where entry fees or standard amenity fees are charged.

Noble Energy spending $8 billion to drill Colorado's shale oil fields

Noble Energy Inc. is expanding its operations in Colorado with $8 billion in investment over the next five years.

The company is developing horizontal wells that stretch nearly two miles through the oil-rich Niobrara formation, which lies beneath a big swatch of eastern Colorado.

Houston-based Noble has expanded its holdings to 880,000 acres and is experimenting with increasing the density of wells drilled from the same pad.

"We are continuing to ramp up and invest" in the Niobrara, Chuck Davidson, Noble's chief executive officer said in an interview. "This is a major area for us."

The company is spending $1.3 billion in Colorado in 2012 ? about a third of its capital ? and plans to spend a total of $8 billion over the next five years, Davidson said.

Noble is one of three major drillers in the Colorado portion of the Niobrara. The others are Anadarko Petroleum and EOG Resources.

Noble today opened a new operations center in Greeley and plans to double the number of horizontal wells drilled this year to 175, the company said. It employs about 750 people in Colorado and uses 120 contractors with several thousands workers, Davidson said.

To unlock the oil in the Niobrara, drillers sink wells that run horizontally through the shale formation and then hydrofracture or "frack" the rock by pumping in fluid under pressure to release the oil.

Noble has seven horizontal drill rigs in the state and plans to add two more this year, Davidson said.

Most horizontal wells are drilled to about 5,000 feet, but Noble has drilled several to 9,000 feet. At about $8 million each, the long-reach wells are about 60 percent pricier than standard horizontal wells, according to Noble data.

"They are more expensive but you get more bang for the buck." Davidson said.

"This is what you see in new fields," said Pete Stark, a vice president at consulting firm IHS Inc. "The Niobrara is a complex petroleum system and companies have to figure out how to get the oil out."

The company is using "EcoNodes" drilling pads, which are designed to minimize its footprint and centralize operations.

"It is a way of becoming more efficient," Davidson said.

IHS's Stark said such efforts are in part a response to the issues raised by drilling opponents and environmentalists.

Noble estimates its potential reserves at about 1.4 billion barrels of oil in the portion of the Niobrara focused around Weld County.

Noble has identified about 4,000 drill sites in Colorado. "We are still learning," Davidson said. "It is going to 10 to 15 years to drill this out."

Ever since Universal announced during CES 2012 that it would deliver many of its classic films on Blu-ray this year as part of a centennial celebration, we've been keeping a careful eye out for news regarding Steven Spielberg's classic E.T.: The Extra-Terrestrial. While we still don't know the release date, price or if it will contain the changes made in the 2002 edition of the flick, Universal posted a trailer for the Blu-ray (embedded after the break) that confirmed a digital remastering from the 35MM film, 7.1 surround sound and "hours of bonus features". Additionally, forum posters on Blu-ray.com have noticed this (probably not final) box art appearing on Amazon UK recently. After waiting for word since a new distribution deal brought the flick back to Universal in 2008, a few months of silence hasn't broken us, but hopefully more details appear soon. The best guess still sees the 30th Anniversary release hitting store shelves in time for the holidays (likely after Jaws, which is scheduled for release August 14th), when we can relive our childhoods in proper 1080p HD at last.

Corrected: Decision time on site for giant radio telescope

LONDON (Reuters) - The location of a huge radio telescope strong enough to detect extraterrestrial life in the far reaches of the universe could be settled on Friday when the group in charge of the project meets in the Netherlands.

When completed in 2024 the "Square Kilometer Array" (SKA) will be made up of 3,000 dishes, each 15 meters wide, together with many more antennae, that will stretch over 3,000 km (1,864 miles).

Scanning the sky 10,000 times faster and with 50 times the sensitivity of any other telescope, it will be used to study the origins of the universe and will be able to detect weak signals that could indicate the presence of extraterrestrial life.

A joint bid between Australia and New Zealand to host the telescope is pitted against South Africa for a $2 billion project that will bestow an economic boost and major scientific prestige on the winner.

The lobbying has been intense and at times acrimonious, with the Australians raising concerns about the security of such an expensive project in South Africa, which suffers from high rates of violent crime. South Africa has accused the other side of dirty tricks and selectively leaking data to boost its bid in what are supposed to be secret deliberations.

The project could now be split between the two bidders. In March, a science panel gave a marginal preference to South Africa but after intense lobbying from both bidders the decision was delayed and a group of experts was set up to examine the scientific and cost implications of a split location.

That group will report back to the consortium on Friday but scientists say a split location would almost certainly add to the bill.

Radio telescopes work best in remote locations away from interference from other radio signals, hence the decision to site this one in the more sparsely-populated southern hemisphere.

MORE THAN SCIENTIFIC EYE CANDY

The SKA is more than just a scientific bauble for the winner. Global tech companies are already earmarking development funds linked to the project, which will rely on computing technology that does not even exist yet to process the flood of data it will collect. Scientists estimate that the SKA will need processing power equivalent to several million of today's fastest computers.

International Business Machines Corp and Astron, the Netherlands institute for radio astronomy, announced in April a 33 million euro ($42 million), five-year deal to develop extremely fast computer systems with low power requirements for the SKA project.

"If you take the current global daily Internet traffic and multiply it by two, you are in the range of the data set that the Square Kilometer Array radio telescope will be collecting every day," said IBM Researcher Ton Engbersen at the announcement of the deal.

Other companies that have signed partnership agreements with the project include Nokia-Siemens, BAE Systems PLC, Cisco Systems Inc and Selex Galileo, a UK unit of Italian group Finmeccanica SpA.

The engineering and computing challenges are significant, not least the provision of power to run the array and the supercomputers in such a remote location.

It is in overcoming those challenges that the leaders of the project argue could lead to untold spin-offs for industry. They point to Wi-Fi technology as one of the best known commercial applications to come from radio astronomy, for instance.

The first phase of construction is set to start in 2016, and by 2019 about 10 percent of the array should be built, extending some 100 km from the telescope's core. Expansion to 3,000 km should be complete by 2023 and the project will be fully up and running the following year.

ANSWERS TO BIG QUESTIONS

In an interview with Reuters, the leaders of the project said they hope the array will help to answer some of the biggest questions about the formation and make-up of the universe.

"For me, one of the most exciting questions is what is the universe made of," said John Womersley, Chair of the Board of Directors of the SKA organization. "We know that 5 pct of universe is made of atoms but what about the dark matter and other stuff that makes up 95 pct of the universe?

"Connecting to discoveries from the Large Hadron Collider, we will get a consistent picture of what the universe is made of."

The Large Hadron Collider is the world's largest and highest-energy particle accelerator and is testing some of the most basic theories in physics by smashing particle beams together to simulate the conditions in the universe a fraction of a second after the Big Bang.

Michiel van Haarlem, Director General of the group, said the telescope's capabilities will expand over time.

"In stage one, finding out about the first stars and galaxies that formed in the universe, pulsars and gravitational radiation. Then in the second stage the role of magnetic fields in the formation of galaxies and looking for SETI (Search for Extraterrestrial Life) type things."

The Britain-based consortium behind the telescope includes Canada, China, Italy, the Netherlands, the United Kingdom as well as Australia, New Zealand and South Africa.

WELLINGTON, New Zealand (AP) ? There are smoke-free bars, smoke-free parks, even smoke-free college campuses. But a smoke-free country?

New Zealand's government on Thursday squeezed smokers more than ever by announcing a 40 percent hike in tobacco taxes over the next four years. Prices here are already among the highest in the world, and by 2016 they will top 20 New Zealand dollars ($15) a pack on average.

Officials hope higher taxes and new restrictions will bring the nation of 4.4 million closer to a recent pledge to snuff out the habit entirely by 2025. Other countries have lauded the idea of trying to wean their populace off tobacco, but few, if any, have been willing to put a date on it.

Health officials here are so serious they recently considered hiking the cost of a pack of cigarettes to 100 New Zealand dollars ($75). Although that idea was dismissed, another measure, which will force retailers to hide cigarettes below the counter rather than putting them on display, will come into effect in July.

Smoking rates among New Zealand adults have fallen from about 30 percent in 1986 to about 20 percent today. Cigarette sales have fallen more sharply, suggesting that even people who haven't quit cut back as prices rose.

People who are still smoking aren't happy about where prices are going.

Chris Hobman said the cost is "horrendous" and could drive some low-income people to commit crimes to support their habit. He said the government needs to provide more support and alternatives to smokers if it's serious about making them quit.

Wellington resident Hayley Mauriohooho, who has smoked for about 20 years, said that although it would be good if more people quit, higher taxes won't stop her.

"It's quite ridiculous for the government to be concentrating on that," she said. "They have bigger things to worry about."

New Zealand's Cancer Society reacted to Thursday's announcement by sending out a press release titled "Thumbs Up!"

Michael Calhoun, a spokesman for the anti-smoking lobby group ASH, said the fact that a higher percentage of low-income people smoke will mean the tax increases will force many to cut back or quit entirely because they simply won't be able to afford their habit.

The New Zealand branch of cigarette company British American Tobacco says the tax increases will force consumers to turn to the black market.

"Consumer demand is far better served by legitimate companies than by the illegal operators that will surely grow as the government makes it increasingly difficult for people to buy their product of choice," wrote Susan Jones, head of corporate and regulatory affairs, in an email.

So far, New Zealand officials have seen few cases of illegal tobacco sales.

The South Pacific nation's smoking statistics are similar to those in other developed countries. According to a 2011 study by the World Health Organization, about 20 percent of adult New Zealanders smoke. That compares to about 16 percent of adults in the U.S., 17 percent in Australia, 23 percent in China and 27 percent in France.

New Zealand already charges more than 70 percent tax on cigarettes, compared to 41 percent on average for China, 45 percent on average for the U.S., 64 percent for Australia and 80 percent for France.

Superintendent Daryl Kubilus said the commission overseeing the district?s finances asked him to come up with about $200,000 to $300,000 in additional cuts to the district?s proposed recovery plan.

Cloverleaf is in fiscal emergency, which means a five-member state commission oversees all financial decisions.

The school board will not be required to make any cuts, however, because Kubilus learned from Cloverleaf?s health insurance provider that instead of a 10 percent projected increase in insurance premiums, they would increase by only 5 percent, saving $211,000 in fiscal year 2013.

Also, the board found out the district will have two premium holidays instead of one in fiscal year 2013, meaning it only will be required to make 10 health insurance premium payments instead of 11, saving another $320,000.

?We were able to do this without cutting any more programs or taking away any more opportunities for kids,? Kubilus said.

At Thursday?s meeting of the Financial Planning and Supervision Commission, Chairman Paul Marshall said the school board needed to come up with a contingency plan if the November levy fails.

?Not to threaten everybody,? he said, ?but people need to know we would like this additional revenue and that?s what happens if we don?t get it.?

The board has not yet decided whether to ask for an income tax or a levy. A proposed 6.9-mill levy for the November ballot would raise about $3.3 million.

The district has an estimated $677,007 deficit for fiscal year 2012 and about a $2.9 million projected deficit for fiscal year 2013, according to its five-year financial forecast, but this does not take into account the changes in the recovery plan.

The plan, which the Cloverleaf board has presented to the commission, includes some staffing cuts.

The commission is planning to vote on the recovery plan at its June 5 meeting, and the plan has to be submitted to the state superintendent by June 6.
